The Upper Cumberland Human Resource Agency (UCHRA) was established by the Tennessee General Assembly in 1973 to be the delivery system for human resources in the 14 counties of the region: Cannon, Clay, Cumberland, DeKalb, Fentress, Jackson, Macon, Overton, Pickett, Putnam, Smith, Van Buren, Warren and White. UCHRA's mission is to help the Upper Cumberland region cultivate self-sufficiency and build true wealth through innovation, collaboration and leadership; following a vision for a region abundant in resources, fostering a productive and vibrant life for the people of the Upper Cumberland. The local office is located in the Byrdstown Community Center - just south of the Courthouse Square on South Main Street.
